I need to change my site address and wordpress address. I built a site in a subfolder and I need to move it into my public folder. I have tried moving the files and it doesn’t work. How do I do this. It is not hosted by wp.

Since your site is not hosted with WordPress.com we won’t be able to help you.
Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers.
