Change site description (user-info)?!

  Hi all .. I know this is a common problem because I can see many people have been here before, but I cannot find an answer..:

  A brand new WP installation has a: Site Title, a Tag Line, and a SITE DESCRIPTION

  Nowhere in the admin can I find a way to edit the Site Description, the bit which says:
  “This is a short description about yourself or your site. Lorem ipsum dolor sit amet…”

  I’m not stupid, I’m a professional web designer, but this is not obvious?
