Change site title size — no CSS

I’d like to change the site title size (and even make it static if possible!) but I don’t have a premium account so it seems like I can’t do that using CSS.
Is there another way to do that? On certain blog posts and pages, the title is too big and moves along as I scroll down which means that it overlaps with the text. All the other recommendations I’ve seen suggest using CSS but I don’t think I’ll be able to do that with my account type.
I’d appreciate any advice!
