change size of feature image

I’m trying to change the size and placing of a pages featured image, I don’t understand the codes people use in replying to this question on other forums…

The dimensions required for featured images are selected by the theme designer and we cannot arbitrarily change them. The detailed theme description for your theme is at https://wordpress.com/themes/twentytwelve/ and that’s where you find the featured images dimensions required and the set-up instructions for the theme. Look under Quick specs:
Featured image width is 624 (height is flexible)—these images are displayed on displayed on “standard” posts; posts without a specific format such as image, aside, link, or quote.
The suggested header image dimensions are 960 by 250 (width, height). However, both are flexible so you can upload a smaller cropped image if you wish. The width is limited to 2000.The related support docs are:
