Change tag to category?

I’m wondering if it’s possible to change tags into categories?
I really believe I get the distinction between the two. The reason I can see wanting to change a tag into category is based on growth. If a tag grows to handle so much content, it would seem to warrant becoming it’s own category. But if this is not something that is possible (to change tags into categories), then as I am in planning stage for new blog, I’m thinking I would have to make choice to make what I anticipate popular item to be a category, instead of a tag.
Guidance / support is desired on this. Thanks!
