Change the domain name

Is there a way to change my domain name ? It’s going to expire in Sept. i want to change it today and continue with a new name.
The blog I need help with is: (visible only to logged in users)

Provided you are logged in under the same username account that purchased the upgrade you can cancel from your dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades

I’m not sure I’m following the instructions of changing the domain name so here’s a clarification:
My current plan is free so it’s rakiztashley.wordpress.com. If I want to change it to say, myrockinworld.wordpress.com with the same content, traffic, etc., do I really have to purchase the Site Redirect?
