Change the look of a file name for download on a page

I have added a file to a page that can be downloaded. I want to change the way the filename looks but I can’t work out how to do that. At the moment, it is very small and I would like to change the colour. I would also like the download option at the end of the filename to be bigger and a different colour. Please can you explain how to do this. Thank you.

Looking at that site I can see it’s hosted on Stack DNS. It’s not using our managed hosting environment from WordPress.com.
For help, I would contact them first. Otherwise, there’s a volunteer network available for folks who run their own WordPress installations, which is how you’re set up. That is available at https://wordpress.org/support/forums/
