  Hi there,

  If you want to upload your custom Theme to a website created on WordPress.com, you have to upgrade to Business and eCommerce plans. That is done for security reasons, because custom themes can have vulnerabilities and security problems, while all themes in WordPress.com themes directory are already checked and improved.
