  how can i change the theme and layout of my site completely. basically i want to start again from scratch

  You can bulk delete the contents to start over again.

  Then you can select and activate a new theme here > Appearance > Themes
  The Themes Showcase http://theme.wordpress.com/ provides a search box with filter features, descriptions of each theme and live demo sites for each theme.
