Change title and tag line

  I would like to change the title of my blog and the tag line “just another wordpress site.” After using the directions from wordpress, I realized I don’t have, or don’t come across, a general settings on my dashboard. Is there a button I am missing?

  The blog I need help with is: (visible only to logged in users)

  Blog Names also known as Site Titles and/or optional Taglines can be changed at any time here > General Settings
