Hi.
To change your title color, you can use “.site-title a” selector, as it is a link and “.site-description” for the subtitle. So, you can use rgb notation (http://www.rapidtables.com/web/color/RGB_Color.htm) to make them red, for instance:
.site-title a, .site-description { color: rgb(255,0,0) }Then, you can justify them to the left with this code, adapting the margin to your needs:
.site-title a, .site-description { float: left; margin-left: 20%; }I hope this helps.

WordPress.com — Free
They do not give write their styles.
When I start writing <style></style> they disappear. -
If I understand you, you want to know where to put these css codes. You need the custom css feature:
Custom CSS is part of Custom Design, which is a feature of the WordPress.com Premium and WordPress.com Business plans, and it allows you to customize the appearance of your blog by editing your theme’s CSS (Cascading Style Sheet). Custom CSS allows you to change fonts, colors, borders, backgrounds, and even the layout of your blog.
Here you will find more about Custom CC
Have you activated WordPress.com Premium or WordPress.com Business plans?
I hope this helps.

We are new to CSS and are hesitant to do any coding. We are confident in your ability to direct us correctly we just are not quite as confident in our ability. So we are going to hold off for a while.
