  You can change your general settings under
  My site->Settings->General.

  This would be true of self-hosted WordPress sites.

  For WordPress.com, a new domain can be purchased via Upgrades > Domains, or the site address can be changed as per these instructions here: https://en.support.wordpress.com/changing-site-address/
