Change "updated Jan. 2, 2017" to "updated Sept. 2, 2017."

At the top of my blog page, how do I change the “updated XYZ” to reflect today’s date/the date that I in fact most recently updated my site?

I think you have a sticky post. To have the most recent post display at the top you need to edit it and remove the sticky post setting. See: https://en.support.wordpress.com/post-visibility/
https://en.support.wordpress.com/post-visibility/#sticky-postsAlternatively, you could be editing a single post https://en.support.wordpress.com/posts/#go-back-and-edit-posts and changing the date stamp. If that’s the case then don’t do it. When you do that you create a broken link in Googe’s search results.
