I have looked in Settings – General and no place to change the URL. Also looked in Dashboard – My Blogs and “change address” option when using the mouse over blog name.

go to the setting-> general , now you will see two field, WordPress address and site address. or can say one is home url and other is site url setting.

now i hope you will understand what to do now.

@sharplessons-please be aware that you are posting in the support forum for hosted WordPress.com, not the standalone WP software. We do not have here all the same functionality as the standalone WP software.

As I said at the start of my enquiry, I’ve tried both
– settings – general and no options
And
– Dashboard – my blogs (as detailed by WordPress help online FAQ ) and still no pop up menu with options when mouse over weblog name.
Is it just not possible with the free <name>dotcom.wordpress.com weblog. WordPress details it should be but I’m having no luck. Any suggestions please

@bridgetlouisegray Please read this Support doc http://en.support.wordpress.com/changing-blog-address/ and if you decide to delete your old site as a part of the process, please be aware that it is permanently deleted, never to be recovered.

If the WPcom address you want is available, why not simply register a second site under your current username account (you can have more than one)? http://en.support.wordpress.com/create-a-blog/#adding-new-site to-an-existing-account

@justjennifer – I wonder why the OP, being the owner of his blog, could not change the url.

@chaitanyamsv-only two reasons I can think of. Either that username account is not the owner of the site (the person who registered the site originally and FWIW I do see a different username on the very first post on that site) and/or the My Blogs being accessed is not the one in the WP Admin Dashboard. Now that we have more than one Dashboard to deal with…. :-/

Your blog is not hosted on WordPress.com. It s self-hosted. So please post your question to https://wordpress.org/support/forum/installation
