If I already have a website *under a different host* with a given TLD am I not allowed to change my website free blog to that name? For example, If I already own and maintain a website named “freddysmith.com” (and there is currently NO freddysmith.wordpress.com) am I not currently allowed to change my blog address to freddysmith.wordpress.com?

Hello there,
If I already have a website *under a different host* with a given TLD am I not allowed to change my website free blog to that name
Your site freddysmith.com is with GoDaddy.
I’m not sure what your question is, but do you mean that you would like to create freddysmith.wordpress.com here?If so, I can see freddysmith.wordpress.com is showing as reserved.
The account may have been created by someone without creating a blog and that’s why it’s showing as “reserved”.
You may have to choose another available name.

FWIW I was just using “freddysmith” as a name that popped into my head at random. It is not the real name of my site or the intended name for my blog. But your explanation regarding someone having created an account without creating a blog (and the result that it shows up as “reserved”) probably answers my question. I appreciate the enlightenment you have given with your detailed answer, and I thank you.
