changed url in WP settings HELP!!!

  i foolishly added a page url ie. …/?cat=20/ to the end of the url in CMS that normally shows for the /wp-login.php/options.php.

  Basically what this has done is now anytime i go to the url, it adds ?cat=20/ to the end of all the css links and what not, i cant even access the admin control panels. I completely f***** up the site and have no clue how to get it back. Please does anyone know what i can do? PLEASE HELP!!!!
