Change/edit pages

    Hi,

I have a site created using wordpress.com and have hosted the same using someother service provider. Now the client wants the pages to be editted. The changes are:
    1. Create a contact form with textboxes, check box, drop down box. My wordpress version does not have the add form option. How can I do this? Do i have to change the php file?

    2. They want the layout to be changed. Include more number of tabs inside a page.

    3. Have all the CSS files as one single CSS file.

I am really confused on how to do all these changes.

Can somebody throw some light on how to proceed?
Note: I have the pages/files with me.
