You can change your site address as explained here:
https://wordpress.com/en/support/changing-site-address/
Just note that a site address change cannot be reversed.
2) Can I change my blog to a website? If so, how do I do that?
Can you expand a bit what you mean by website? What are you trying to do?
The only real difference between a blog and a more traditional website is in how you set it up – with a blog a news feed showing the most recent posts are usually on the front page, while a traditional website has a static front page instead, with any number of additional pages accessible via a menu, and optionally a blog/news section on its own page.
Your site already has a static front page, so it’s actually already set up as a website. You can go to Pages ->Add New to add additional pages, and then you can go to Appearance ->Customize ->Menus to set up a menu linking to those pages. We have a detailed guide for setting up your menu here:
