changes not showing!

I make changes in my index page, upload it to my ftp but they don’t show! They only show if I wait for a few hours, I’ve tried deleting my cache and cookies but nothing helps. I used to have this problem on my whole site, but when I removed the inlcude wp-blog-header from the header and only put it on the main page (where the blog is shown) I only have this problem where the wp-blog-header is included. So I’m thinking it’s probably a problem with how I have included it or maybe something with the file…

This is a really annoying problem since I’m changing layouts and the tiniest changes I make won’t show so I’ll know if they work or not. PLEASE help me! -
