  Can one upgrade from say a premium plan to a business plan?

  You can upgrade plans at any time. All paid Plans are billed annually.

  If you purchase a plan, you have a 30-day window where you can cancel the purchase and claim a refund: https://en.support.wordpress.com/refunds/
