Changes via SFTP not showing up on backend

We had a developer build us a custom theme awhile ago. Now, I’m trying to add a new page layout option; I’m trying to do that by creating a custom template. However, the changes I’m making via SFTP aren’t showing up in the WP editor. I’ve enabled Developer mode in our host (Flywheel) and tried the clear cache refresh option, but still no dice. Any suggestions?
