Changing blog address to another that is taken but appears to be inactive

I would like to change my blog address to waterfront.wordpress.com, but it is already taken. However, that blog has only one entry from 2007. I am assuming that they no longer use it.
So, how would I go about getting my hands on waterfront.wordpress.com (if this is at all possible)?

The blog I need help with is: (visible only to logged in users)

You put your detective hat on and find a way to contact that blog owner. Staff will not intervene to assist.

See if you can contact the owner of that site and ask if they will transfer it to you.

    Ok. Thanks.

Supplementary question. I understand that you have to register / pay for a domain every year, otherwise it becomes re-available and someone else can purchase it.

Is there a similar thing with blog addresses eg. a “use-by-date”. Or once you have a blog address, does it last forever – no matter how long it has been since it was updated?

    Just curious.

your-site.wordpress.com – is forever (or the end of the internet or WordPress.com

your-site.com – requires to be renewed or it goes away
