Changing Blog NAme

On the new layout I can’t find the change the name of your blog thing.

From the navigation bar on the left hand side, go to Settings—-> General. It’s the same as before, just way harder to find everything now; since one has to scroll down page to find items.

The web address cannot be changed unless you are talking about buying a domain name and mapping it to your blog here. If so, search the FAQ for domain or domain mapping.
You can make a new wordpress.com blog with a different URL, in fact you can make as many as you want. The easiest place to do that is at http://wordpress.com/ at the upper left while you are logged in.

If you want to map a domain name to your blog instead of using blogname.wordpress.com, you can go to Settings->Domains on the menu. -

Yes…This is a paid upgrade. It costs $10/year for the domain name. It costs $10/year for domain mapping.

Full disclosure right in the first paragraph of the FAQ:
Q: What is domain mapping?
A: This is where your blog is here at wordpress.com but it looks like it is somewhere else – on another domain. This is a paid upgrade. It costs $10/year for the domain name. It costs $10/year for domain mapping. If you buy both at the same time the total cost is $15/year. You do not pay until the nameservers have been changed and verified as being correct. -
Just Jennifer….if one goes to settings—domain without clicking on the link Nick provided, it does not say that it is $10 until after someone selects a domain. Been there, done that. Peace

One thing I would be happy to see is closer integration between the FAQs (or new Support docs) and the various Dashboard features, you know, the “Learn more” bit…
