Changing blog name

I want to change my blog domain name but when I tried to do this the website said I would need to purchase a site redirect upgrade. Is there a way I can change my site domain name without purchasing anything? Also, how do I redirect the traffic? Is it particularly difficult or would it just be that when I post the link the readers would they would go directly to the new site where all my old content would be too?
