Changing blog title font without custom CSS

Hello, forgive me if these are stupid questions. I’m learning as I go with this.
The site I need help with is: prism.truman.edu.
The admin two admins ago did some things I’d like to change, for example, the blog title font and some colors (everything is purple…). I’m accessing the page through my university and they control the account (I guess). I can’t find the custom CSS option under Appearance > Customize, which is where everything says it will be if it’s installed. And I don’t seem to have the ability to install it.
Can I do anything without custom CSS? Is there a way for me to customize CSS? Am I just missing something?

prism.truman.edu is not hosted on WordPress.com. Themes and Templates area of the WordPress.org forums is the appropriate place to ask the questions about self-hosted WordPress.org based sites like yours :-)
