Changing Blog URL

I would like to change my blog url to longwayaround.wordpress.com which is currently being occupied by someone who has never posted since joining in 2007. I’ve been told that there is nothing WordPress does to eliminate clearly inactive and untouched blogs which is ridiculous. I’ve now tried to change it to TLWA.wordpress.com which it says is not available but when I visited that web address directly, it says the blog no longer exists. Why are these two things conflicting?

The blog I need help with is: (visible only to logged in users)

Once a site is deleted, the url definitely can’t be recovered. There are good reasons behind it: Recycling Blog Addresses

The good news is that you can purchase any regular domain name you want and map it to your wordpress url, which makes the wordpress url itself irrelevant: Register a New Domain
