changing colors

  I found a new theme that I would like to use, but the thing that drives me crazy is the color of a menu bar at the top of the blog. Is there a way to change the color of that one thing without having to buy a hugely expensive upgrade? I am on a fixed income and I don’t see a way to buy just the option to change colors, I don’t need all the features that come with the “premium account.”
