Changing Colours and Backgrounds

I’m customising my website and was using the link https://en.support.wordpress.com/customizer/ to help me. I got to the part about Colours and Backgrounds (https://en.support.wordpress.com/customizer/#colors-backgrounds) which I didn’t realise I could edit. I got the impression from the section that all themes and plans have an option to change colours and backgrounds, but different themes/plans offer different changes. So I looked for an option Colours and Backgrounds, but couldn’t find any.
Is this something to do with the theme I’m using (Stow)? Or the fact I have a free plan? Do I need to upgrade to be able to change colours and backgrounds?The blog I need help with is: (visible only to logged in users)

Hi there!
Not all of the themes allow changes to the colors from the customizer. Your theme, Stow is one of those who don’t.
When you open a live demo for any theme, you will see a button “Try&Customize” where you can see all the options available. -
