I set up a website for someone else using my email in settings and need to change the notifications email so that she receives the emails instead of me.

You can have that person register a username account using her own email address and then transfer her site and any upgrades to her.
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.

If she will not take over ownership of her own site (there is no cogent reason for that and it is a risky position to be in), and she knows that you are the site owner and will be able to delete the site without her permission, then see here:
