Changing Format of Comments

    I want the Comments area on every Page and Post to look like the bottom of this user’s blog:

    I like the open text box that has background text “Enter your comment here…” This invites people in by making easy to just start typing the remark.

    My blog doesn’t have this text edit area at all. Instead my blog has at the top of each page a link that says “Leave a reply” and NO text edit box at all. I could not find any setting in Settings | Discussion that would correspond to this behavior. How do I design Comments to look like the user’s blog I have linked to this question?

    Now suddenly I have the edit text at the bottom of each page. I have no idea why it disappeared. I guess an administrator can delete this topic, and sorry for the bother.
