I am using the Dara theme and I can’t seem to change the turquoise colour used as the menu theme, is there a way?

Absolutely :) In the costomizer>colors & backgrounds, you can choose a different color

I’m having this same issue, and when I go in to the colors & backgrounds customizer, it only gives me the option to change the background color, nothing else.

Hi. You should find six palettes to select from at Customize > Colors & Backgrounds > Choose a Palette. At least the following are affected by the choice of palette:
- color of the site title and post and page titles
- text color and background color of both the header menu and the social menu
- color of text links
