changing my blog location to an 'existing' but inactive user

Hello WordPress staff,
I would like to change my blog name on wordpress, but the new name that I want (keepthechange.wordpress.com) has already been taken.
I visited the page, and it looks like the last user didn’t really use the blog at all, since it still has the original default comment/post and hasnt been updated since 2007.Would it be possible to take over that blog name?

No I’m sorry but that’s not possible.There is no requirement that we use the blogs we register. This is your only option. If the blogger left contact information on the blog or left the comments open then you can contact them, and if they agree the blog can be transferred to your username account using this process. > http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

what if they do not have their contact information on the site? Is it possible for wordpress to contact them on my behalf?

No. There is a privacy policy in place and Staff will not do that. I’m sorry but if you cannot make arrangements with the other blogger then you will have to register a different wordpress.com subdomain name.
Or you can purchase a domain and domain mapping and in that case it will not matter what the wordpress.com root blog URL is.
