Changing my blog's address

I’m trying to change the address of my blog to one that apparently is already taken, but when I type that URL it says it does not longer exist, and has been deleted by the author. Can I not use it if its been deleted?

No. You cannot register any deleted blog URL. Deleting any .wordpress.com blog URL is not easily done and what you ask to do is not possible. One has to ignore at least three warnings stating that deletion is permanent and irreversible and then click a verification link in an email to delete a blog. That’s because deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made. http://en.support.wordpress.com/recycling-blog-names/
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
