Could you confirm the address of your website? I looked at dballcle.wordpress.com and I don’t see an existing cover image.
If you are wanting to add a large image above your first headline (such at the large image at https://ryudemo.wordpress.com/), then you’ll want to add a featured image to your post titled “A Joint Message from Mayor Frank G. Jackson and Police Chief Calvin D. Williams”. You can learn about adding a featured image at: https://en.support.wordpress.com/featured-images/
If you are talking about adding your image to the very top of the website (like it shows in the demo site), take a look at the Gravatar or Custom Header section of https://wordpress.com/themes/ryu
