Changing my domain

I want to change my domain. The instructions given in the support section are useless. When I go to dashboard -> store and update domain it prompts me to “Add a Domain” and then once I have it tells me to pay. I tried finding my “Domain Administration” page but that is no where to be found.
When I was setting up my blog initially it explicitly said I could change my domain later. Its later and I cannot. Please send me the instructions on how to do this. This entire process has been quite frustrating to navigate, please help me!The blog I need help with is: (visible only to logged in users)

The top level domain here is WordPress.com.
All WordPress.com blogs are on .wordpress.com sub-domains like this one http://thoughtspermeated.wordpress.com/Are you actually trying to chnage this URL http://thoughtspermeated.wordpress.com/ to another .wordpress.com URL? If so, see here > http://en.support.wordpress.com/changing-blog-address/
That option will permanently disable the address and you will not be able to reuse it. Only select this option if you are sure you will not use the address again. If you want to redirect traffic to the new blog, you can keep the address and purchase the Site Redirect upgrade. -

A bit off topic; my apologies but can you please direct me to a support link or assist me with a website redirect issue? I purchased the domain laurajanisthompon.com and paid to have it redirected my other WordPress site pagesandstories.com. The redirect is not working and takes the reader to a twenty ten theme that reads “Not Found”. The My Upgrades in my dashboard states that the site is being redirected but this is not the case. Please advise and thanks!
