Changing my URL

  I am not paying for a WordPress Pro account, so this may be the problem. I want to change and completely renovate my blog address from itsacrazyworldblog to something else, so I went to Settings and change the blog address, but when I go onto my blog the address is still the old one! I am really frustrated and I have no idea how to change it. Do I have to pay or should I just delete my blog and start over?
