Changing my URL back after deleting site

I have two wordpress accounts and it was tedious switching between the two however, I found that I could have two blogs using one account/email address therefore I deleted a site off my old account so I could use the URL on my active account however, I realise I now can’t do this. Is there a way to get my URL back? I have read something about wordpress handing over the URL with consent from the original owner but I’m not sure how this works

Oh no! You ignored all the warnings and it’s too late now.
You cannot register any deleted blog URL. To prevent accidental or inadvertent deletion of blogs, there are multiple warnings given that blog deletion is permanent and irreversible. Lastly, a verification link is sent in an email and it must be clicked to delete a blog. If clicking that link does not work then copy and paste it into your upper browser window and click. Once the verification link for deletion is clicked the blog URL is forever gone, gone, gone.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
