  how do i change my blog url november 2013, in manage blogs no place under the blog does it say change url..??

  The blog I need help with is: (visible only to logged in users)

  No, it isn’t under manage Blogs. It’s a big deal to change the URL, in part because you lose ALL google ranking you had and you can NEVER use the old URL again. The instructions are in the Support documents http://en.support.wordpress.com/changing-blog-address/
