  I need to change the name of the blog in the URL.
  I’m no longer creating the blog for the client, but have paid upgrades, and now need to switch it to another client.

  Not sure you are in the right place. But on wordpress.com, the only way to change blog’s URL is to create a new wordpress.com blog.

  No, you can buy the domain name upgrade. But right now it seems to be disabled, so I’d wait till Tuesday and try then.
