Changing name of Blog

    How do I change the name of my blog? When I go to settings it says I have signed in with a user name which is the first part of my email address and that as such I cannot access the Global Dashboard so I have to contact the administrator. I have no idea what that is about. I am the only user of the blog so who is the administrator anyway? T
