Do you mean how to change the name of the person who posted a comment? Or change a name within a comment?

If you’re referring to editing comments on a site that you are an administrator of, then see the Editing Comments section of the Managing Comments support page.
Of course, though it’s possible to edit another’s comment as an administrator, it might not be ethical, at least without the permission of the author of the comment.

If the comment is on a site that you are not an administrator of, then you won’t be able to edit it regardless of whether you were a WordPress.com member when you made the comment. WordPress.com members cannot edit comments on WordPress.com sites unless they have either the Adminstrator or the Editor user role.
If I still haven’t interpreted issue correctly, then please explain it more clearly and precisely.

If the comment is on a non-WordPress.com site, then whether or not you are able to edit a comment is out of the control of WordPress.com. In that case, you might address the issue to the appropriate hosting service provider.

Correction:
If the comment is on a site on which you are not assigned to either an administrator or editor role, then you won’t be able to edit it regardless of whether you were a WordPress.com member when you made the comment.
