Changing Our Blog's Name and URL

We’ve been thinking about changing the name of our blog recently; its’ current name (Twinsanity) isn’t very original (every time we try to register the name somewhere, there seems to be someone else already using it), plus we’ve recently made a few alterations to our blog’s content, so a new name might better reflect these changes.
We’d also like to change our blog’s URL; obviously one’s blog name and URL should match for better brand recognition. Currently we pay an annual fee of $25 for our current URL (twinsanity.co); would we still have to pay this fee if we were to change the URL?
Is it possible to give our blog and URL a new name without having to start a new one?

You can give your site a new address. Have a look here:
https://wordpress.com/domains/add/You will need to pay for the separate address, and I would recommend keeping both addresses for at least one year.
And once that’s done, you can change the name in the site’s settings:

Oh, and regarding the cost of the domain, you will need to pay for whatever custom domains you own. They are charged 1x each year, and pricing varies depending on the domain you choose.
I would buy the new one as soon as you can, so you can have it and your old domain overlap for as long as possible. Then visits to old links will go to the new site, search engine links can get updated, etc.
