Changing responsive themes to remain static on all screen sizes

I am using the Twenty Thirteen theme to make a website for my step mother and the widgets that I have placed on the right side of the screen jump down to the bottom on tablets and small window sizes. I would like to prevent this from happening. How do I do this?
Also, when it does happen, the logo is aligned to the left, leaving a large scruffy-looking grey box across the bottom of the screen. This should definitely not be happening.

I took a look at your step mother’s site for you. The widgets move down to the bottom because if they stayed on the right side, it would squash the main content and make it very hard to read on smaller devices.
While I recommend you keep your site mobile-responsive, you can disable it by:
1. Going to your WP Admin dashboard here: https://flowerpowerlincs.wordpress.com/wp-admin/edit.php
2. Selecting Appearance and then Mobile
3. Selecting “No” for “Enable mobile theme”Let me know if this is helpful!

It says, “Twenty Thirteen works best without a sidebar, and is designed with a single column layout in mind.” It’s also a responsive design that will change size on smaller devices. Here’s some information about theme types: https://en.support.wordpress.com/theme-layouts/
For the image, since it’s in the sidebar widget there is no option to change the alignment. All of the widget content is aligned left. To make the image centered may require some changes in the CSS. (Custom CSS requires a Premium or Business plan: https://en.support.wordpress.com/custom-css/)
The theme layout is set up so that in a mobile device the page information shows first, then the optional sidebar, then the footer.
I would suggest looking for a different theme, maybe one that is fixed-width. Most modern themes are designed to be responsive and flexible to adjust to different screen sizes since a large amount of web traffic is from mobile devices.
