changing template font or size ?

You can change them on a post per post basis as described in this FAQ: http://faq.wordpress.com/2006/06/12/can-i-change-my-font-font-size/ .
The only way to change it permanently is by having CSS editing experience and then buying the paid CSS upgrade.

I want to change it permanently and I have a little CSS experience but the CSS in wordpress is strange I know to edit the CSS I change the 1px to 2 or 3px that increase the font size and the font type is easily clear in the CSS file I meant the normal one but in wordpress it’s strange a little bit …

The way fonts are – or should be designated in CSS is in em units, not px or pt. Most all stylesheets I’ve reviewed here have the fonts in em units. Some of the CSS in some of the wordpress themes is a little strange, but that is what the designer did, not wordpress. All the themes here are the product of outside designers or authors.
I use either Aardvark or Firebug addons in firefox to determine what controls what I want to change in the CSS and then make the change.

Once the firebug addon is installed, in the bottom bar on the browser will be a little “bug” looking symbol. When you click it, the window will split and and the left of the lower section will be the HTML for the current page you are viewing, and on the right will be a pane that will show the CSS. In the title bar of the firebug section, there will be “inspect”. When you click on that and then move your mouse over different things in the upper section of the window, it will display the selectors and such for the part of the page that you have the mouse over.
