Changing Text Color

  Hello,
  So I need help with my WordPress.com blog I know basic css and html so I dont think my knowledge of css is the problem. I want change the text at the top of my webpage ( http://applenerdblog.com ) to Black and then when the mouse hovers over it make it white. So I looked at the CSS style sheet for my Theme ( http://s0.wp.com/wp-content/themes/pub/notepad/style.css?m=1291333927g&minify=false ) and found where I should change the colors but whenever I try and and lets say

  #header #logo,#header #logo a {
  color:#000;
  text-decoration:none;
  }

  It Stays the same and doesn’t change could anyone possibly help it would be greatly appreciated!
