Changing text in the layout of my blog

This answer must be somewhere up front and center that I just can’t find, so my apologies at the absurdity of the question and obviousness of the answer.
I’ve just created my WordPress blog and chosen a lovely, lovely theme.
But how in the land of Earl do I change the text in the layout? For example, my header says “Just another WordPress blog.” How do I change this??
Please help before I go crazy because I know this must be easy. Thanks. :)

Seriously. I have no idea. The theme I chose came with pre-inserted text in the header, sidebar, etc. How do I change this?
I see how to make new posts and pages, how to insert images.. all sorts of glorious things.
But how to change the text in my header so it no longer says “Just another WordPress blog”? No idea..

Go to Dashboard » settings when you click settings it will be the
2nd option called Tagline this is were you will make you’re changes then
at the bottom click save…. =)~Teck~

I can’t find anything that says “settings” when I go to my dashboard. Where do I find that?
