If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first. Make sure that you have third-party cookies enabled http://en.support.wordpress.com/third-party-cookies/
I do not use the theme customizer at all. You don’t need to use it either as every function can be performed from the dashboard.
Appearance > Header
Apperance > Background
Appearance > Theme Options (applicable only to some themes)
Settings > Reading (set a static front page)
Site Title and Tagline > Settings > General -
I am having the same problem and my third-party cookies are enabled.
When I try to use the CSS customize preview bar that appears on the right side of the screen, the changes never save.
-
not a stupid question! i have not purchased it yet i am using the preview. normally it lets me save my changes and they only appear when i am in the appearance –> customize page but for the past two days when i click save “saving changes….” appears and never finishes

Maybe you have a browser related issue.
If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.Note: If you are using an IE9 browser in compatibility mode that makes it render as IE7 and IE7 is not supported. To disable see > http://www.sevenforums.com/tutorials/1196-internet-explorer-compatibility-view-turn-off.html
If you are running one of the browsers and versions listed at http://browsehappy.com please do these four things:
1. Try clearing your browser’s cache: http://www.google.com/support/accounts/bin/answer.py?hl=en&answer=32050
2. Make sure that you have third-party cookies enabled: http://en.support.wordpress.com/third-party-cookies/
3. Try with all browser extensions or add-ons temporarily disabled.
4. Try enabling HTTPS: http://en.support.wordpress.com/https/
If it’s still happening, let us know exactly which browser (and version of it) you’re using by checking here if necessary http://www.whatbrowser.org/ and also post any error reports you get.

I am using the latest version of Google Chrome: Version 26.0.1410.65, I cleared my browser’s cache, made sure my third-party cookies are enabled and enabled HTTPS. I am still not having any luck with saving the changes in the CSS preview.

Your theme, Enterprise does not have a custom background feature. http://theme.wordpress.com/themes/enterprise/No changes you try out aside from those features which are stated on the theme description pages for each theme will be visible to visitors unless you purchase an annually renewable custom design upgrade.

Let me tackle question again. Every theme description states exactly which features the theme has. Many provide custom header images and custom backgrounds features. See here for some color customizable themes http://wpbtips.wordpress.com/2009/03/24/color-customisable-themes/
