Free hosted wordpress.com blogs do not have FTP access and nothing can be imported into them. We do have many themes with customizable headers. Background colors cannot be changed without the purchase of a CSS editing upgrade and the skill to do the work. I recommend reading this

thanks for clarifying! Bummer. Is it hard to change from one theme to another theme? i paid someone to help make my header fit with my logo – it was hard. not that its done, will it transfer easily or do I have to go through it all again?

Where is your blog please? What’s the URL so I can see it and give you an answer?

It’s a nice header. These are themes with custom headers http://en.support.wordpress.com/themes/custom-header-image/
You will have to resize, rename and upload a new header made from the old one for the theme you choose. That’s the best approach as you may want to switch back to Digg3 one day.

You asked about changing themes. It’s not hard to do but do this first.
    > Appearance > Widgets
Drag and drop any special text widgets you have prepared in the “Inactive Widgets” box at the bottom of the page.
    > Appearance > Themes

Browse and preview the themes, and when you have made your choice activate the new theme. Then return to > Appearance > Widgets
Drag and drop the special text widgets you have prepared from the “Inactive Widgets” box at the bottom of the page to the sidebar. Click the right hand corner of every widget and open it, configure, click “Save” and then click “Close”.
