Fonts and font sizes can be changed in the customizer https://en.support.wordpress.com/customizer/
These Google fonts can be used free of charge on any theme.
https://en.blog.wordpress.com/2015/07/31/free-google-fonts/ and you will find them in the customizer https://en.support.wordpress.com/customizer/If you are referring only to the text inside of your posts and pages you can make some changes without an annually renewable upgrade.
For changing font families, colors and size in text in posts or pages either post by post or page by page by coding into the Text ie. HTML editor see http://wpbtips.wordpress.com/2009/07/11/formatting-text-pt-5/
For changing font colors in text in posts or pages either post by post or page by page using the #4 icon (Select text color – change the text color) in Row 2 the Visual editor. http://en.support.wordpress.com/visual-editor/#row-2
To display the second row of icons, first select the toolbar toggle icon at the end of row 1 and click it. https://i0.wp.com/en.support.files.wordpress.com/2009/08/kitchensink.png
Then see here https://en.support.wordpress.com/visual-editor/#text-colorHowever, if you want to make any font changes to blog titles or widget titles then you need the premium upgrade bundle that includes the custom design upgrade in it.
See here for details on purchasing an annually renewable upgrade http://store.wordpress.com/pricing that contains a custom design upgrade required for CSS editing:

Hi @karenrynne!
The Custom CSS that @timethief mentioned will do the trick. It looks like you have access to that on your site, so under My Site > Customize > CSS try adding the following:
.site-title a, .site-title a:hover, .site-title a:visited, .site-description { color: #fff; text-shadow: 2px 2px 2px #333; }You can change the color to another color using an HTML color code.
The second line, text-shadow, is optional. It adds a shadow behind your text, which can help make it stand out against the background a bit. Feel free to remove that line from the snippet if you’d rather it not have the shadow!
