I thought I had completed this correctly to have it effective and have waited the 48 hours that was said it might take, still the website is not being redirected to the location i have requested. This is the message weebly.com has suggested I forward to wordpress in order to see how we can get this fixed. I have pointed it to a different IP than the one listed below but either would work.
Hello, I have purchased my domain http://www.pdxonfoot.com from you. I have built my website on Weebly.com. I need you to point my domain to the following IP: 199.34.228.48
This is done by changing my domain’s A-Records. I am not requesting that you transfer my domain, redirect my domain, or change my name servers. I want to remain with you as my domain registrar. For more detailed information, please see http://kb.weebly.com/domain-registrar.html.
Please let me know as soon as we can get this worked out.

Hello, I don’t believe it is possible to have the domain registered with WordPress.com and have the site hosted elsewhere. You can add more DNS entries but not the root domain as explained here: http://en.support.wordpress.com/domains/custom-dns/
Note: that you cannot add an A record for a root level domain such as mydomain.com through the WordPress.com Custom DNS editor. You must use another DNS hosting provider if you want to do that.
If you really need the site hosted elsewhere I am afraid that the only solution is to have your domain name transferred to a different registrar.

Note that you can still change nameservers, if Weebly provides them by using the instruction in http://en.support.wordpress.com/domains/change-name-servers/
This way, your domain registrar will not change but DNS in maintained in Weebly. You need to ask Weebly what DNS servers to specify.
